二步實名規則|Regulation of Two-step KYC Verification

為加强利群主機運作安全性，保障其他用戶享受穩定服務之權益，我們對部分產品采用二步實名措施，以減少因涉違法、違規事項而使正常服務水準收到影響。

To enhance the operational security of LeiKwan Host and safeguard the rights of users to enjoy stable services, we have implemented Two-step KYC Verification for selected products. This measure aims to minimize the impact on normal service levels caused by illegal or non-compliant activities.

何爲二步實名？What is Two-step KYC Verification?

顧名思義, 二步實名的意思是“在完成基本實名登記之後的第二次實名驗證”。

運作方法：確保部分產品之支付賬戶實名登記信息與Buy站用戶已完成之實名登記信息一致。

適用人群：利群主機用戶（含非中國大陸身份）

當前適用產品組：產品組頁面標注了”本產品需要二步實名后開通”為必須完成、其餘為隨機抽樣檢查. 

觸發條件：新購、接收PUSH、實名登記信息發生改變用戶之續費。

As the name suggests, Two-step KYC Verification refers to a secondary identity verification process required after completing the initial basic real-name registration.

This mechanism operates by ensuring that the real-name registration information of the payment account used for specific products strictly matches the verified identity information on the LeiKwan Host user account.

This policy applies to all LeiKwan Host users, including those with non-Mainland China identities.

Product groups marked with “本產品需要二步實名后開通” are strictly Two-step KYC verification groups. Other products may be required to complete such verification if necessary.

The verification process is triggered under specific conditions: during new purchases, when accepting product transfers (receiving PUSH), or upon renewal for users whose real-name registration information has changed.

何種形式為二步實名登記？What kind of form is Two-step KYC Verification?

(情況1) 大部分情況, 我們只會對觸發二步實名登記之用戶暫緩開通、臨時停權機器檢查，您都無需擔心。

(Situation One) For the most cases, we will only delay the creation of new orders or temporarily suspend the VMs. There’s nothing to worry about.

(情況2) 如果您是接收自PUSH，且此前從未、或存在一段時間未購買利群主機產品；或當我們發現您的賬戶修改了實名登記信息，我們會開立一份隨機金額賬單要求您支付。通常給您的操作時間為24-48小時。您需要確保支付賬單賬戶之身份信息與實名登記一致。完成驗證後，您可以選擇全額退款、或提現至您賬戶餘額。

(Situation Two) If you receive such products from PUSH (ownership transfer), and you have never ordered any products from LeiKwan Host, or you haven’t held any active priceful products for a long time, or your KYC information is found modified, we will open a new invoice to let you pay. Typically you have 24 to 48 hours to handle. You must make sure the payment ownership has the same identity as your KYC information submitted to us. After the verification, you can choose to receive full refund, or have it added to your account’s credit.

二步實名登記失敗了怎麽辦？What if I failed to complete Two-step KYC?

對於上述情況1，您的賬戶將被關閉；我們將扣除閘口費用后退款。

For situation one, your account will be closed and the refund will be issued with gateway fees reduced.

對於上述情況2，您將不會收到此PUSH，原產品是否退還給原主視情況而定。如果是實名登記信息發現改變而驗證失敗，您的賬戶下所有產品將被刪除，並不給予退款。

For situation two, you will not receive PUSH, whether to return the desired product to previous owner will depend on reality. If failed due to a modification on KYC information, all your orders under your account will be deleted with no refund.
