1. 法律依據與合規背景

1. Legal Basis and Compliance Background

鑒於為利群主機（LeiKwan Host，以下簡稱「本平台」）提供的服務涉及中國大陸網絡基礎設施，本平台嚴格遵循中華人民共和國相關法律法規。根據《中華人民共和國網絡安全法》、《中華人民共和國反恐怖主義法》以及《計算機信息網絡國際聯網安全保護管理辦法》等強制性規定，所有接入中國境內網絡的用戶必須完成真實身份核驗。此舉旨在確保網絡使用的合法性，防止服務器資源被用於非法跨境連接、電信詐騙或網絡攻擊等違法犯罪活動。用戶在購買前必須理解，配合實名認證是使用本平台中國大陸節點服務的前提條件。

Given that the services provided by LeiKwan Host (hereinafter referred to as “the Platform”) involve Mainland China network infrastructure, the Platform strictly adheres to the relevant laws and regulations of the People’s Republic of China. Pursuant to mandatory regulations including the Cybersecurity Law of the People’s Republic of China, the Counter-Terrorism Law of the People’s Republic of China, and the Measures for the Administration of Security Protection of Computer Information Networks with International Interconnections, all users accessing Mainland China networks must complete real-name identity verification. This measure aims to ensure the legality of network usage and prevent server resources from being used for illegal cross-border connections, telecommunications fraud, cyberattacks, or other criminal activities. Users must understand that cooperating with real-name verification is a prerequisite for using the Platform’s Mainland China node services.

2. 購買資質與原因證明

2. Required Qualifications and Proof of Usage Purpose

為核實用戶使用中國大陸節點的合理性與必要性，且我司售賣之上海/廣州產品均爲僅供中國大陸方向連入, 非中國大陸用戶（包括香港、澳門、台灣及海外用戶）在訂購時，必須提供能夠證明其與中國大陸存在合法關聯的有效證件。該證件將同時作為身份證明及「購買原因證明」。本平台不接受僅憑普通護照或當地居住證件（無入境中國權限）的申請。具體資質要求如下：

To verify the legitimacy and necessity of using Mainland China nodes, non-Mainland China users (including those from Hong Kong, Macau, Taiwan, and overseas) must provide valid documentation proving a legitimate connection with Mainland China at the time of ordering. This documentation serves as both proof of identity and “Proof of Usage Purpose.” The Platform does not accept applications based solely on standard passports or local residence permits without valid rights to enter China. The specific qualification requirements are as follows:

• 港澳地區用戶： 必須提供有效的《港澳居民來往內地通行證》（回鄉證）正反面彩色掃描件或清晰照片。 Users from Hong Kong and Macau: Must provide a color scan or clear photo of the front and back of a valid Mainland Travel Permit for Hong Kong and Macau Residents (Home Return Permit).

• 台灣地區用戶： 必須提供有效的《台灣居民來往大陸通行證》（台胞證）正反面彩色掃描件或清晰照片。 Users from Taiwan: Must provide a color scan or clear photo of the front and back of a valid Mainland Travel Permit for Taiwan Residents (Taiwan Compatriot Permit).

• 其他國家/地區用戶： 必須提供本人有效護照信息頁，以及有效的中國大陸簽證頁（或同等效力的入境許可證明）。 Users from Other Countries/Regions: Must provide the information page of a valid passport AND a valid Chinese Visa page (or equivalent entry permit).

3. 審核權利與拒絕服務條款

3. Right of Review and Refusal of Service

為利群主機保留在服務週期的任何階段（包括售前審核及售後抽查）對用戶資質進行風險評估的權利。若出現以下任一情形，本平台有權拒絕開通服務、立即終止現有服務、刪除實例或封禁賬戶：

LeiKwan Host reserves the right to conduct risk assessments of user qualifications at any stage of the service cycle (including pre-sale review and post-sale spot checks). The Platform reserves the right to refuse service activation, immediately terminate existing services, delete instances, or ban accounts if any of the following circumstances occur:

1. 用戶無法提供上述第2條規定的特定證件，或證件已過期、失效。 The user fails to provide the specific documents stipulated in Clause 2, or the documents are expired or invalid.

2. 用戶提交的證件存在偽造、變造、PS塗改痕跡，或圖像模糊無法辨識。此類行為將被視為欺詐，本平台將不予退款。 The documents submitted by the user show signs of forgery, alteration, photoshopping, or are too blurry to identify. Such actions will be treated as fraud, and no refunds will be issued.

3. 用戶的註冊信息、IP地址歸屬地與提供的證件信息存在嚴重衝突，經判定存在高風險特徵。 There is a serious conflict between the user’s registration information/IP address location and the provided document information, deemed as high-risk.

4. 用戶在使用過程中違反中國大陸法律法規（如搭建非法VPN、傳播違法信息等），無論是否通過KYC，均將被立即封禁並配合相關部門調查。 The user violates Mainland China laws and regulations during usage (e.g., setting up illegal VPNs, disseminating illegal information), regardless of KYC status. Such accounts will be banned immediately, and the Platform will cooperate with relevant authorities for investigation.
